Art Arellanes began his career with J. Perez Associates, Inc. (JPA) in 2006 as the Human Resources (HR) Manager. Art has over 25 years of experience in HR and continues to serve at JPA as the HR Manager to foster a strong positive culture that aligns with the company’s values and goals.

Peterson Beath

Operations Manager

Peter has been with J. Perez Associates Inc. since 1995 with the responsibilities of managing the Dallas office as well as sales, marketing, advertising and public relations. Prior to joining J. Perez, Mr. Beath had an extensive background with large national advertising agency on major retail clients. He also worked with local and national broadcast sales during his career.   

Jerry Floyd

Quality Assurance Efficiency Manager

Jerry Floyd began his career with J. Perez Associates fifteen years ago in Dallas, Tx. Jerry started as an installer working alongside experienced team members who would help him hone his installation skills. In February of 2009, Jerry acquired his UASG certification. Shortly thereafter, he relocated to Southern California to assist with growing the Los Angeles market and eventually joining the management team.

Earl Horton

Operations Manager

Earl Horton is an Operations Manager at J. Perez Associates, Inc., one of the nation's largest minority owned outdoor advertising installation and maintenance companies.

Earl oversees the Washington, DC, Maryland and Virginia office. The firm installs and maintains all forms of outdoor advertising including interior and exterior bus advertising, train/rail/subway advertising and specialty graphics.

Earl is an Army Veteran who served during Operation Desert Storm with the 2nd Armored Division from Fort Hood, Texas. Earl received an Honorable Discharge, held TS (SSBI) Clearance along with multiple Awards, Certificates and studied at Central Texas College.

Earl served as Service Manager with Honeywell/Stanley Security Solutions from 1998 to 2013 and Service Manager with Life Safety Solutions Integrators from 2014 to 2018. Earl has strong customer service, service team-building, working with Sales / Project Management Teams and departmental profitability programs, contributing to client retention, increased profitability, revenue and market-share.

In 2018 Earl joined J. Perez and is able to use his past experience & knowledge in his current role.

Earl is originally from Flint, Michigan. He loves spending time with family, is a High School/College basketball ref, loves all sports and is a die-hard…I mean really die-hard Detroit Lions Football fan.

Eiichi Ito

Project Coordinator

Eiichi Ito graduated from Kagoshima Kokusai University in Japan with a B.A. Degree in Economics. Eiichi moved to Los Angeles, CA to be part of the Motion Picture Restoration and Preservation industry for 20 years. Eiichi joined J. Perez Associates in September 2016 as a project coordinator. Eiichi currently manages our social media posting and also creates marketing materials such as promotional videos and artwork.

Joe Lam

IT Manager

Joe Lam graduated from Cal State Long Beach with a degree in Bachelor of Science in Information Technology. He has been with J. Perez Associates, Inc. since 2003. Joe started his career in IT as the intern for the State of California Import/Export Development. Later, he went to work at Frys Electronics in computer sales. It was here where he was recruited to work for J.Perez Associates. Joe oversees the IT department for offices in San Jose, Santa Fe Springs, Cerritos, San Diego, Dallas, Miami and Washington DC

Arnandez Larkin

Production Manager

Dez Larkin is a Production Manager at J. Perez Associates, Inc., one of the nation's largest minority owned outdoor advertising installation and maintenance companies.

Dez oversees the Washington, DC, Maryland and Virginia office. The firm installs and maintains all forms of outdoor advertising including interior and exterior bus advertising, train/rail/subway advertising and specialty graphics.

Dez attended St. Paul’s College on a basketball scholarship, earned his B.A. in Sociology and upon graduation earned a tryout with the Atlanta Hawks Professional Basketball Team.

Dez has served many positions for J. Perez for almost 30 years. Previously Dez served as a Computer Mainframe Operator for Goddard Space Flight Center in Maryland, IBM in Charlotte, NC, and Okuma Japanese Machine Tool Company also in NC.

Dez is the heartbeat of our DC Team who continues to provide strong customer service, team-building and provide great moral to the team.

In 1993 Dez joined J. Perez and provides experience & strong knowledge of our business in his current role.

Dez is originally from Northeast Washington, DC. He loves spending time with his wife and dog (Dino), is a College basketball recruiter/scout and avid sports fan.

Tiffany Martinez

Regional Manager and National Compliance and Safety Manager

Tiffany Martinez serves as Regional Manager and National Operations Compliance and Safety Manager for J. Perez Associates, Inc. She oversees operations Los Angeles/Orange Counties, San Diego and San Jose. She is also responsible for leading the internal processes for promoting and ensuring operational compliance and implementing our national safety program compliant with laws, regulations, company policies and contracts and making sure the staff is trained company-wide. She is also responsible for overseeing the administration and negotiation of workers’ compensation case management, and serves as a senior contributor in contract management, facilities management, operations training and development on a national scale. Tiffany joined J. Perez Associates, Inc., in 2013 and possesses over ten years of experience in safety and operations. Tiffany holds an MBA with a concentration in Management and Leadership from the University of La Verne. She received her bachelors in history from California State University Dominguez Hills, holds a certificate of paralegal.

Richard Nochefranca

Operations Manager

Richard Nochefranca graduated from the University of Guam with a Bachelors Degree in Business Administration. Richard is also a graduate from the U.S. Army Logistics University, Fort Lee Virginia and The U.S. Army Command and Staff College at Fort Leavenworth, Kansas. Richard has been with J. Perez Associates since January 2000. Richard retired from the U.S. Army after serving 22 years as a multifunctional logistics officer. After Retirement, Richard spent three years working alongside NATO-Training Mission-Afghanistan (NTMA) as a Senior Programs, Budget and Logistics Advisor to the Afghanistan National Army General Staff. Richard later served as Retail Store Operations Manager for TJ-Max and E-Commerce Manager for Goodwill of Silicon Valley before joining J. Perez Associates as the Operations Manager for the San Jose, CA office.

Bryan Papp

Business Development Manager

Bryan Papp, holds the position of Business Development Manager at J. Perez Associates, Inc. (JPA). Bryan joined JPA in 2016 and has progressed through promotions from Operations Manager to Business Development Manager. Bryan graduated from Cal State Dominquez Hills with a bachelor’s degree in marketing. While working as a marketing intern with Anschutz Entertainment Company (AEG), he was recruited and started his career in Outdoor Advertising, specializing in transit, airport, and college campuses as an Operations Manager.

Anthony Perez

President

Anthony Perez is the President of J. Perez Associates, Inc. and joined the company in 1992. Prior to joining J. Perez Associates, Anthony spent 11 years in the commercial real estate industry. From 1987 through 1992, Anthony was a marketing principal and director with the industrial division of Trammell Crow Company in Chicago, Illinois. His responsibilities included the development, construction and marketing of the firm's industrial portfolio. From 1982 through 1986, Anthony was an industrial real estate broker with CB Commercial in Dallas, Texas. Anthony earned an undergraduate degree in business from Southern Methodist University in Dallas, Texas and has a Master’s of Business Administration degree from the University of Southern California in Los Angeles, California. Anthony has been an active member of the Young President’s Organization for the past 17 years and is currently a member of the World President’s Organization.

Joe Perez

CEO

Joe Perez is the founder and CEO of J. Perez Associates, Inc. He has over 65 years of business experience in various industries including telecommunications, home health, outdoor advertising and travel. Mr. Perez was General Manager of the Business Communications Systems group with Lear Siegler Inc., one of the first multinational conglomerates formed in the 1970’s with 56 divisions in 17 countries; Vice President of the Southwest Region for Universal Communications Group, a telecommunications interconnect company; Vice President of Sales for SATELCO Inc., a publicly traded long distance communications provider. After his career with various corporations, Mr. Perez founded Gentle Home Healthcare, a Medicare approved home healthcare provider which he later sold. In 1991, Mr. Perez formed J. Perez Associates, Inc, one of the nation’s largest outdoor advertising installation and maintenance companies with 8 offices throughout the nation and in its 30th year of operations. Mr. Perez serves as a director of several National Boards and is involved in Democratic and Hispanic politics.

Lourdes Roca

Operations Manager

Lourdes has worked in the Out-of-Home advertising industry for 18 years. She began her tenure with J. Perez Associates, Inc. as an administrative assistant after one year she was promoted to Operations Manager. Lourdes has worked in all aspects of bus, rail, bus shelter and airport advertising Operations.

Beginning 2005 Lourdes was given the opportunity of starting up and managing a bus and rail advertising installation and maintenance operation. She established an operations location, hired personnel, bought supplies, materials, tools and equipment, created work processes and trained personnel. Lourdes very successfully managed the operation and beginning 2011 she duplicated the effort for JPA’s involvement with an airport advertising concession operation at Miami International Airport. Again, in 2014 Lourdes was instrumental in beginning a bus shelter service operation. Lourdes continues the entire Operations effort for bus, rail, and airport operations.

Lourdes was born, raised and educated in Havana, Cuba. She came to Miami in 1990.

She worked in the travel industry before joining J. Perez Associates, Inc.

Doug Smerdon

Operations Manager

Doug Smerdon holds the position of San Diego Operations Manager. Doug joined JPA in 2002 and has over 30 years of experience in the street furniture/bus shelter industry. He was the point person for the build out of the San Diego and Las Vegas shelter plant including all aspects of the construction, permitting, design, and installation of the shelters. Currently, Doug manages over 500 shelter locations for San Diego's MTS along with large format graphic works on MTS and North County Transit District buses.

Hal Stanley

Regional Operations Manager

Hal Stanley is a Regional Operations Manager at J. Perez Associates, Inc. Hal oversees offices in Dallas/Ft. Worth, Miami, and Washington D.C. Hal earned a BBA in business management from Georgia Southern University, and an MBA in business administration from American Intercontinental University. He served as a Branch Manager for Enterprise Rent A Car from 2005 – 2013, where success was achieved through a strong focus on employee development, sales, and customer service. Hal continued this focus in the home services industry as the Residential Operations Manager for DH Pace 2013 – 2018. His responsibilities included oversight of all residential operations for the Overhead Door Company of Atlanta, and subsidiaries. Building the strongest field teams in the industry provided valuable experience, and paved the way to his current role at J Perez Associates in 2018. Hal is originally from Lawrenceville Georgia. He loves the outdoors, travel, and rooting for Atlanta’s professional sports teams.

John Townsend

Sr. Vice President of Operations

John joined J. Perez Associates Inc. in 1992 and is the WVP Senior Vice President of Operations. John has worked in the Out-of-Home advertising industry for 38 years and began his career working in the poster printing business with Serigraphic Displays Inc. Later, he worked with Transit Ads learning all aspects of bus and rail advertising operations. Transit Ads acquired Independent Outdoor and John advanced his operations experience to eight-sheet billboards responsible for the operations of over five thousand billboards located in the Los Angeles metro area. For the last seven years John has been focused on large format specialty applications on buses, rail domination, vehicle wraps and airports.

Crystal Vigil

Accounting Manager

Crystal Vigil serves as Accounting Manager for J. Perez Associates, Inc., based out of the corporate office in Cerritos, Ca. Crystal has over 20 years’ experience in accounting and finance and has worked in a couple different industries including newspapers/media, nutraceutical raw ingredients, machine supplies and is currently responsible for leading JPA’s overall financial operations, planning & securities. Crystal joined JPA in 2015 and has worked with the management team to improve processes, procedures and metrics that support the companies’ goals and growth. Crystal was born and raised in California but spent many summers at her grandparent’s house in the mountains of West Virginia so enjoys both the city and beach life but also the outdoors. Crystal spends most of her time cheering on her kids at all their sporting activities.
